While Frijstaat is not geographically close to the Dixie region, the nation has a vested interest in maintaining and fostering peaceful relations with the greater community of nations.  As such, Pres. Müller would like to negotiate Frijstaat's status as an observer nation, working together with the members of the alliance and aiding member states wherever possible.

I don't think having Congress vote on budgets would eliminate the Treasurer's role.  The Treasurer is there to aid the president in putting forward a budget, maintaining the budget, and adjusting it as needed.  Having Congress OK the budget is just democratizing the decision making; the administration would still be up to...well...the administration.

WP: Yes, but there are no concrete numbers for that.

Caos: Rates are based on the Tax, Budget, Currency and Income Bill in the Legal Library.  I made a list of the active (as far as I could tell) nations, checked their GDPs and came up with their confederal tax burdens accordingly.  To put things in perspective, your economy is by far the largest, so while 110 trillion might be chump change to you, it's 20x my entire GDP, and since tax rates are determined by overall rankings, it is how it is.  Also NSTracker doesn't seem to exist anymore (I'm more than happy to switch over though if you can send me a link and prove me wrong).  NSEconomy gives basically the same numbers as I got with the other thing though.

On Taxes: Perhaps, but calculating that is difficult without a map and without everyone having signed up for Congress (i.e. without knowing who exactly is here and therefore taxable)

EDIT: There also doesn't appear to be much that is concretely being paid for.  So without paying for anything, and basing tax rates off of total GDP for given states, it appears as if the confederal budget is $109,948,188,400,000 (which seems massive, but I guess there are many, old, well-established nations here).  (Figures calculated using http://www.broomdces.com/nseconomy/regions.php?region=NeoConfederate%20States%20of%20America and the corresponding information for each state.)  So...nearly 110 trillion dollars in the budget, no expenditures.

Frijstaat definitely won't be behind that.  On the one hand, the government is meddling with private enterprise which is bad, and on the other, it's costing the confederal government money unnecessarily (which I, as Treasury Secretary cannot endorse).
